Sources and attribution

Every figure on Ezra comes from published UK official statistics, and every one of them carries its source, its period and the area it describes on the page where it appears. This is the same information gathered in one place, together with the licence each source is published under. A source is published here only once the licence wording that covers it is quoted on this page.

It also lists the sources Ezra does not publish, and why. That half is not an appendix. Ezra claims to carry every source it is licensed to publish, and a claim like that is only checkable if the exclusions are named.

Published — 17 sources

Each was verified by reading the publisher’s own terms, not by assuming that a government body publishes under the Open Government Licence. Verification expires after six months and re-verification means reading the terms again.

Charity Commission register of charities (England and Wales)

Publisher
Charity Commission for England and Wales
Licence
Open Government Licence v3.0 (asserted by site footer only) Terms
Attribution
Contains public sector information licensed under the Open Government Licence v3.0.
Conditions
  • Trustee names are personal data, and OGL explicitly does not cover personal data. The extract includes a charity_trustee table, which Ezra never reads. We use charity name, number, postcode and financials only, which are not personal data. Publishing trustee names would fall outside the OGL grant and become a UK GDPR question requiring its own lawful basis, so they are never added.
  • The licence is asserted only by the site footer. The England and Wales extract is not registered on data.gov.uk. The data.gov.uk record titled "Register of Charities" is Northern Ireland, a different publisher.
  • The Commission also offers an API under its own Terms of Use, Version 1.0, March 2021, read at https://api-portal.charitycommission.gov.uk/terms by an automated agent on 04/09/2026. That is a different document from the terms linked above, which a person read on 03/09/2026 and which cover the bulk extract Ezra uses. Ezra does not fetch from the API. The version is recorded so that a change to the terms is noticed. The API is not a safer route for personal data. The Commission's own operations document (api-portal…/content/API_GET_operations_v1.1.pdf) lists GetCharityTrusteeNamesV2, GetCharityTrusteeInformationV2 and GetAllCharityDetailsV2, "Gets extended main details about a charity including trustees", which is the natural one-call-per-charity route. GetCharityContactInformation is there too. Section 6 of the Terms says: "You will be the data controller of any personal data provided to you by us", with a list of Data Protection Act 2018 and UK GDPR duties, and: "We may be required by law to delete the personal data of an individual held on our Register. If we have shared that individual's personal data with you we may notify you and require you to delete that individual's data. You must delete that personal data on receipt of the notice." So the safeguard would not disappear with the API. It would change from refusing one file in a download to removing personal data from every response, and Ezra keeps the raw copy of everything it fetches, which would hold trustee names even if they were removed from the figures. Any use of the API is limited to operations whose documented response carries no person's name or contact details. That rules out GetAllCharityDetails in any version, both trustee operations and the contact operation. On the licence, this is a terms document rather than a footer: "The API calls, API responses, and all other material on the Developer Hub website are subject to Crown Copyright and are made available to you subject to these Terms and the terms of the Open Government Licence", with "the Open Government Licence will remain in force in respect of any Crown Copyright material or data held by you on termination of these Terms", so the grant survives losing access, which the extract's footer never said. Section 5 opens with its own qualification: "All material featured on the Developer Hub, including the content of each API response is subject to Crown Copyright and/or third-party copyright". That has the same effect as the download page's "except where otherwise stated": the Open Government Licence covers the Crown copyright material, and no more. Attribution is required by the Terms themselves, not only by OGL: "You may not misrepresent the source or ownership of data returned set out in an API response. You must acknowledge the source of the data set out in an API response in accordance with the terms of the Open Government Licence referred to in Section 5." The Terms contain no restriction on caching or aggregating the data. That clause was looked for deliberately. Ofcom's API terms grant commercial use and then forbid storing or aggregating the data to build a dataset, which is what Ezra is, and that is why Ofcom is excluded.
  • API keys. The Terms say: "Your Username, password and unique API keys should only be used by you and must be kept confidential", "You must not embed your API keys in your code or any open source software", and "You must not store your API Keys in your source tree." The Terms explain the third themselves as "configuration or environment files … inside the application source tree", which includes an environment file at the root of a repository even when it is excluded from version control. A Charity Commission key is therefore read from the environment only. Whether Stat-Xplore's terms say the same has not been checked (its terms page returned HTTP 503 on 04/09/2026), so until it is, keeping the Stat-Xplore key in a file in the source tree is not treated as permitted. Unchecked terms are not a permission. Rate and quota: "The Charity Commission may set and enforce rate and quota limits on your use of the APIs to ensure a high-quality service is provided to all users. Information about any rates and quota limits are specified in the Developer's Hub." The limits themselves are behind a sign-in and are not recorded here, and are read before any bulk use. Key rotation and inactivity: Section 4 also requires that "you must regenerate your API keys regularly, including with each application release", that key use be limited "to a specific IP address or domain" where feasible, and that unused keys be removed. Under Section 2 an account or key "may be deemed inactive 12 months after it was last accessed or used", and access may be removed "without notice", so a key issued on 04/09/2026 and never used would be deactivated around 04/09/2027. Section 3: "You will only access (or attempt to access) an API by the means described in the documentation of that API." Read for and not present: any restriction on caching, aggregating, storing, redistributing or reselling, any non-compete and any indemnity. Section 9 is a liability disclaimer, and Section 10 a no-endorsement clause, which matches Ezra's own rule against implying endorsement.

Sub-regional fuel poverty statistics

Caveat that must travel with every figure
Estimates of fuel poverty at Lower Super Output Area (LSOA) should be treated with caution. The estimates should only be used to look at general trends and identify areas of particularly high or low fuel poverty. They should not be used to identify trends over time within an LSOA, or to compare LSOAs with similar fuel poverty levels due to very small sample sizes and consequent instability in estimates at this level.
Conditions
  • MANDATORY CAVEAT — DESNZ publishes a warning about these estimates and OGL requires that reuse not be "used in a misleading context", so the warning must travel with every LSOA figure. It is reproduced in full as this source's mandatory caveat, and appears beside every fuel poverty figure on the site.

2021/2 Output Area Classification (OAC)

Publisher
Geographic Data Service (UCL and University of Liverpool), a Smart Data Research UK investment, developed in partnership with ONS
Licence
Open Government Licence v3.0 Terms
Attribution
The data for this research have been provided by the Geographic Data Service (geods.ac.uk), a Smart Data Research UK Investment: ES/Z504464/1. Contains public sector information licensed under the Open Government Licence v3.0.
Conditions
  • Verified by a person on 01/09/2026, which is what moved this source from held to published. Registration presented no terms, tickbox or acceptable-use statement of any kind, so the account adds no conditions to the dataset's licence. The record declares UK Open Government Licence v3.0 with the National Archives URL, and Open Data as defined by opendefinition.org.
  • England and Wales only. The file covers the UK and is filtered when it is loaded. Measured on the delivered file on 01/09/2026: 239,023 rows, of which England's 178,605 (codes beginning E00) and Wales's 10,275 (W00) are kept, and Scotland's 46,363 (S00) and Northern Ireland's 3,780 (N20) are discarded. Northern Ireland is excluded throughout Ezra, and the API's own Granularity field shows its unit is not even the same: OA21CD for England and Wales, OA22CD for Scotland, DZ21CD for Northern Ireland.
  • Not an ONS source, although it was built with ONS and is linked from ONS pages. It has a separate publisher, separate terms and a separate expiry, and is registered separately from the ONS Open Geography Portal.
  • Used at output area level for England and Wales. An MSOA classification does exist (GeoDS's own dictionary names OAC, LSOAC and MSOAC) and is not used, because an MSOA straddles parishes and an output area does not.
  • A classification is nominal. It is never averaged, and never reduced to one class per place either. Measured on the delivered file on 01/09/2026: no Dorset location of 10 or more output areas sits in a single supergroup, and across the 16 towns the most common subgroup covers a median 20% of the place. Naming a place by its most common class would be false of most of that place.
  • Academic citation requested alongside the acknowledgement: Wyszomierski, J., Longley, P.A., Singleton, A.D., Gale, C. & O'Brien, O. (2024) A neighbourhood Output Area Classification from the 2021 and 2022 UK censuses. The Geographical Journal, 190, e12550.
  • The account controls finding the files, not downloading them, verified both ways on 01/09/2026. Without an account the dataset page returns 33 login redirects and the API removes every resource id and url, so the link cannot be found. With a token the same page returns the real resource UUIDs. But the download address itself, /dataset/{package}/resource/{resource}/download/{file}, returns the full file with no credential at all: both files fetched without one matched the copies fetched with one, byte for byte. So the pipeline needs no secret. The UUID is pinned and the file is fetched openly.
  • Ezra sends its token when one is configured, and works without one. It costs nothing, identifies us to a publisher who plainly intends the link to be gated, and lets them limit or contact us rather than seeing anonymous traffic. The token is optional, kept on the server, and never included in anything sent to a browser. The pinned UUID is the dependency to watch: if GeoDS closes the open download the fetch fails visibly, and the account is the way to restore it.
  • The metadata API is open, and is how staleness is checked. CKAN's package_show answers without authentication with the licence, the granularity, and each resource's size and last-modified date: 10422395 and 08/12/2025 for "Data: Classification", which match the file held locally. status_show returns 403 with or without a token, because it is for administrators only, so it is not a test of a credential.
  • Release state. The UK edition has been published: version 3.2, covering England and Wales 2021, Scotland 2022 and Northern Ireland 2021, with the data last modified on 08/12/2025. An earlier note called it planned, which was wrong. The classification is revised once a decade, so this records the state of a release rather than a schedule.

Caveat that must travel with every figure
IoD2025 is not comparable with IoD2019 — new datasets, methodologies and geographies were used.

  • MANDATORY CAVEAT — IoD2025 is never charted against IoD2019 as a time series. Nomis (ONS Census 2021, claimant count, ASHE, UK Business Counts)

Publisher
ONS / Durham University
Licence
Open Government Licence Terms
Attribution
Source: Office for National Statistics
Conditions
  • Re-identification prohibited: "You shall not use products to attempt to obtain or derive information relating specifically to an identified person, household or business." Our MSOA aggregates satisfy this.
  • BRES data marked confidential must not be passed to third parties. We use UK Business Counts (NM_141_1, IDBR-derived), which is a different dataset and not caught. BRES (NM_189_1) is not used, and would not be added without reading its terms again.
  • Census 2021 parish profiles (census_2021_pp, PP001-PP014, NM_2352_1 and related tables) are a separate family of datasets with their own geography rules, verified on the Nomis source page on 01/09/2026. PP001 and PP002 place properties into parish boundaries by UPRN and apply no threshold. Nomis calls this "UPRN to parish best-fit": it works at property level and is far finer than a sum of output areas, but it is not an exact fit and is not described as one. PP003-PP014 are postcode best-fit and are published only for parishes with at least 50 usual residents and 20 households, so a small parish is absent from them rather than zero, and is never shown as a nil return. Their boundaries are those current at December 2022, so a parish given a new code since then appears under its 2022 code rather than its current one. The place is there; only the code differs. Colehill is E04012462 in these tables and E04013375 today, and Wimborne Minster is E04012464 and E04013393. Both were checked live against NM_2352_1 on 02/09/2026 and returned 7,498 and 9,059. Any pull resolves current codes to their December 2022 equivalents first.
  • The Nomis API uid is a credential. It never appears in a request made from a browser or in a public URL: anything that reaches a browser uses Nomis's signature mechanism, or goes through a server-side proxy.

ONS Open Geography Portal (boundary and classification lookups)

Publisher
Office for National Statistics
Licence
Open Government Licence v3.0 Terms
Attribution
Source: Office for National Statistics licensed under the Open Government Licence v.3.0
Conditions
  • Attribution varies by product type, verified on the ONS licences page. Lookups excluding UPRN and postcode need the ONS line only. Digital boundaries and reference maps also require "Contains OS data © Crown copyright and database right [year]". Settled on 02/09/2026: the recorded crime figures read parish and built-up-area outlines from this portal to decide which crimes are counted, which is using a boundary, so every crime figure also carries the Ordnance Survey line, through the Ordnance Survey boundary data source. This condition used to say "if a boundary is ever ingested". Each place's overview page also draws a map from this portal: the place's Census 2021 output areas, grouped into neighbourhoods, under its parish or built-up-area boundary. That is using boundaries too, so the map carries both lines on its face.
  • Postcode and UPRN products carry Royal Mail and GeoPlace rights on top of OS, and the ONS Northern Ireland postcode End User Licence is non-commercial only. No NSPL or ONSPD-family product is used without reading its terms again. This is the same Northern Ireland restriction recorded for postcodes.io.
  • Services are pinned to a vintage, and mixing vintages returns no rows, silently, rather than an error. Ezra pins the service names for exactly this reason.
  • The 2021 Output Area Classification is not on this portal. Checked live on 01/09/2026: the portal carries the 2011 OAC, and the "with Classifications" postcode lookups (NSP21CL) carry 2011 classifications even in their 2024 editions. The 2021 classification is registered as its own source, from the Geographic Data Service.
  • The Code History Database is this publisher's product under this licence, and it is served from a different host from the page that publishes it. Checked on 03/09/2026: the geoportal item is e0bc41722b1a4b76a6ecfff14f91cbb4 ("Code History Database (June 2026) for the UK", a CSV Collection), and the file comes from www.arcgis.com/sharing/rest/content/items/<id>/data, a 36 MB zip reached through a redirect to a signed www.arcgis.com/itemdata/ address. The same path on geoportal.statistics.gov.uk returns the portal's web page and never the file. Esri storing the ONS item changes who serves the file, not whose licence it is under. The zip holds "two large MS Access database of approximately 670MB but it also has the three main tables within the database available in .csv format", and Ezra uses the CSV files. On the licence: the item's own licenseInfo field is a link to https://www.ons.gov.uk/methodology/geography/licences and nothing else. That page names four product families and does not name the Code History Database, so the reading is by exclusion and is recorded as one. The database holds codes, names and dates and contains no geometry, postcode or UPRN content, so the boundary, postcode and UPRN terms cannot apply and only "Lookup products are supplied under the Open Government Licence" can: the ONS line alone, with no OS line. Read by an automated agent on 03/09/2026. This source's own evidence is the quoted designation and grant, also read by an automated agent, and no person has verified it. It is needed because Nomis's parish profiles use December 2022 parish codes, and 26 of the 210 Dorset and BCP parishes do not appear under their current code.

  • HMLR Address Data (Royal Mail PAF via OS AddressBase) is permitted only for non-commercial use or "to display for the purpose of providing residential property price information services". This does not affect HPSSA, which is MSOA aggregates with no address fields, but it would apply at once to raw Price Paid Data. Ezra does not switch to that source without advice.
  • LSOA-level HPSSA is discontinued (frozen 2023). Only MSOA is current.

Ordnance Survey boundary data (via ONS Open Geography Portal)

Conditions
  • Not fetched. Reached through the ONS Open Geography Portal, whose terms page mandates this line for boundary products. Reading a parish or built-up-area outline to decide which crimes are counted is using a boundary: the figure is derived from it, since changing the boundary changes the number. So every crime figure carries this line alongside the ONS line and police.uk's own. Each place's overview page also draws its Census 2021 output areas and its parish or built-up-area boundary from these products, and that map carries this line and the ONS line on its face.

police.uk street-level crime and ASB data

Open Government Licence v3.0 Terms
Attribution
Contains public sector information licensed under the Open Government Licence v3.0.
Conditions
  • No bespoke attribution wording exists, despite one often being assumed. OGL default applies.
  • Data is anonymised at source with approximated coordinates, so the OGL personal-data exemption does not apply. An accuracy caveat must still travel with the figures, and it is about anonymised snap points: it is printed with every recorded crime figure. Until 01/09/2026 this condition asked for a caveat about "1-mile catchments", which described a radius method that the boundary query has since replaced. A caveat that no longer matches the method is as misleading as a missing one, because it reads as satisfied by wording that describes something else.

These are real, useful, official statistics that Ezra does not carry. Broadband coverage is among the first things anyone asks about a place, and its absence here is a decision rather than an oversight. The database refuses to schedule a job against either of them.

Transport Connectivity Metric

Publisher
Department for Transport
Licence
Not yet determined; the data file states "license | TBA" Terms
Why it is not published
Must not be published. The gov.uk page carries a standard OGL footer, but the OGL footer says "except where otherwise stated" and this file states otherwise. Its own Metadata sheet reads: title | Connectivity Statistics - Prepublication statistical designation | Experimental Statistics license | TBA The file we would be republishing does not assert OGL. It says the licence is still to be announced, and labels itself prepublication. The metric also derives from licensed OS products (AddressBase, MasterMap), with no licence number or attribution block given. The way to settle it is an email to connectivity@dft.gov.uk quoting the "license | TBA" metadata row, and a determination in writing, not an inference from a site footer. If travel-time material is needed sooner, "Transport Connectivity Travel Time Data" (data.gov.uk 9172c7da) is unambiguously OGL, though it is 2013-2015 data.

Ofcom Connected Nations

Ofcom
Licence
Ofcom's own site terms, not the Open Government Licence Terms

Source: Ofcom, Connected Nations update: Spring 2026. © Ofcom copyright.
Why it is not published
Ofcom offers broadband coverage data by two routes, under two sets of terms. The terms for its data service grant commercial use, then restrict it at clause 4.3.6: "not permitted to cache, aggregate or otherwise store the Information in order to build a partial or full dataset of your own". Ezra is a stored, aggregated dataset, so that grant cannot be used. Ofcom's website terms permit reproduction but say nothing about commercial use. Ezra publishes a source only when its terms permit commercial use. On 03/09/2026 Ezra decided not to use this source.

Rights beyond the data

Ezra derives its geography from ONS lookups, which carry their own attribution above. Ordnance Survey requires a further acknowledgement for digital boundary products and reference maps, and not for lookups. This page used to say Ezra published no boundary and that the acknowledgement was not yet needed. It is needed: a crime count is defined by the parish or built-up-area polygon it is measured within, so the figure is a derived work of an OS boundary and carries the OS line beside every crime figure on the site.

Nothing on this site contains a person’s name, a postcode, an address or a property-level record. Trustee names in the Charity Commission extract are personal data, sit outside the Open Government Licence, and are not ingested.
